On the afternoon of May 8, 2025, the National Rehabilitation Hospital welcomed a working delegation from the Ministry of Health. The visit aimed to gather feedback for the revision of Decree No. 56/2011/ND-CP, which stipulates the regime of preferential allowances for civil servants and public employees working at public healthcare facilities.
During this visit and working session, on behalf of the Ministry of Health, there were Dr. Vu Van Hoan, who is Head of the Department of Health Organization and Human Resources, led the delegation; Dr. Nguyen Thi Thu Huyen, Deputy Head of the Department; M.Sc. Dang Le Tri and M.Sc. Phan Thi Chi Mai, who are the researcher of the delegation.
Welcoming the delegation, on behalf of the hospital, there were
Cam Ba Thuc. MD. PhD, Director of the Hospital; Specialist Level II Doctor Pham Đinh Hung, Deputy Director; Specialist Level II Doctor Le Huy Cuong, Deputy Director; along with the leaders of departments within the hospital.
The working session focused on discussing the relevance and impacts of the policy issues stipulated in Decree No. 56/2011/NĐ-CP, the Joint Circular No. 02/2012/TTLT-BYT-BNV-BTC guiding the implementation of Decree No. 56/2011/NĐ-CP, as well as the provisions in the draft decree intended to replace Decree No. 56/2011/NĐ-CP.
Speaking at the meeting, on behalf of the hospital’s leadership, heads of departments, and all medical staff, Cam Ba Thuc. MD. PhD, Director of the Hospital, expressed the hope that the new decree would establish more specific regulations regarding applicable subjects, principles of application, levels of preferential allowances for each profession, and funding sources for payment. The clearer and more practical the regulations are, the more effectively they can be implemented in hospital settings.
On behalf of the Ministry of Health’s working delegation, Dr. Vu Van Hoan – Head of the Department of Health Organization and Human Resources – acknowledged and took note of the contributions made by the hospital’s leadership and all medical staff at the National Rehabilitation Hospital. He also stated that he would make recommendations to the relevant authorities based on the hospital’s feedback.
