THE HISTORY OF FOUNDATION NATIONAL REHABILITATION HOSPITAL
24 YEARS OF CONSTRUCTION AND MATURATION (1999 - 2019) - 50 YEARS OF TRADITION
In 1973, the Ministry of Health established T72 Hospital in Decision No. 52/BYT-QD dated February 15, 1973, with the mission of: Organizing medical examination, treatment and health classification for T72 staffs in Thanh Hoa province; Organizing and directing the professional and technical guidance for cluster medical facilities and dispensary serving the above-mentioned staffs.
After the national liberation, T72 Hospital had completed its mission. T72 Hospital was renamed to Sanatorium B under the Ministry of Health in Decision No. 676/BYT-QD dated December 13, 1975 with the new task of health rehabilitation for middle and senior officers of Central agencies.
By 1985, the name of hospital was changed to National Sanatorium II in Decision No. 1004/BYT - QD dated September 11, 1985, with the functions and tasks unchanged as when establishing the Sanatorium B.
Over each period of the country's history, the hospital has successfully completed the assigned tasks, such as: caring for and improving the health of people with meritorious services to the revolution, medical officials and other branches from the central to local levels.
Along with the economic development of the country, the Party and the State had more conditions to care for people with disabilities. In 1999, the Ministry of Health converted the National Sanatorium II into the National Rehabilitation Hospital in Decision No. 2312/1999/QD-BYT dated July 30, 1999 with new functions and tasks: Rehabilitation, nursing and medical examination and treatment for all people in need.
At the beginning of its establishment, rehabilitation was a new specialty. Therefore, the awareness and demand for rehabilitation were not high and social policies were not synchronous, still binding, not showing specific concerns for people with disabilities in general and the people who had been reduced functions, secondary disabilities after treatment in particular; inappropriate infrastructure, outdated equipment; lack of highly qualified human resources.
The human resources of the hospital were living in the subsidy period, the simple nursing activities (mainly catering for convalescents) moved to the activities of the hospital. As a result, the thought, awareness, action made changes in the lifestyle and implementation of hospital regulations were very difficult.
With the attention and direction of the Ministry of Health, the help of Central-level hospitals, the help of all levels and branches in Thanh Hoa province, along with the efforts of all officials over the years, the hospital had become a specialized hospital in rehabilitation, with a team of doctors, specialists level II trained in the country and abroad, invested in infrastructure, equipped with specialized medical equipment, modern intensive, advanced methods to implement rehabilitation techniques, orthopedic surgery, .... training and participating in training human resources for the rehabilitation specialty.
Looking back on the journey of construction and growth, the National Rehabilitation Hospital had many advantages but also encountered many difficulties. Under any circumstance, generations of leaders and officials of the Hospital persisted in sticking to the ideal goal, striving to successfully complete the task, contributing significantly to the cause of health care.
Continuing the tradition of the previous generation of staff, current staff members also had many collective and individual examples who are diligently dedicated, with love for the profession, passionate learning, selective research and application of the results left and build and develop the hospital over the years.
Each staff of the hospital is well aware of their responsibilities, together unite to build and maintain the National Rehabilitation Hospital; continue to develop science and technology, improve professional quality and service quality; strengthen the attraction of investment resources to develop stronger and more sustainable; change the service style of medical staff towards patient satisfaction.
In recognition of the outstanding achievements, the National Rehabilitation Hospital had been honored to receive the noble awards of the Party and the State: Third-class Labor Medal; Unit emulation flag with outstanding achievements in the Patriotic Emulation movement; Certificate of Merit of Comprehensive Excellence Hospital; Certificate of Merit for Strong and Clean Party Organization; Certificate of Merit of Thanh Hoa Provincial People's Committee, Unit Award of Military Region 4 Commander.
All the things that the National Rehabilitation Hospital has continuously strived for during the past 20 years is to preserve and promote the core values to carry out the hospital's historic mission and towards the vision of the hospital. The future vision is to soon become a hospital specializing in rehabilitation on par with other countries in the region.
With the mission of care and rehabilitation treatment for people with severe disabilities, continue to effectively implement community-based rehabilitation programs for people with disabilities to soon integrate into the community, care for the elderly and medical examination and treatment for people in the area.

2000: Certificate of Merit from the Prime Minister;
2001: Ministry of Health awarded emulation flag;
2003: Third-class Labor Medal of the Prime Minister;
2005 and 2006: Emulation flag of Vietnam Health Trade Union.
And many other noble rewards.
The history of construction and development of the hospital has gone through more than 2 decades, 46 years of tradition with many events, marking the building process and maturity of the hospital. From T72 Hospital - Sanatorium B - National Sanatorium II - National Rehabilitation Hospital today has become a common home, attached to generations of doctors, nurses, pharmacists, engineers, bachelors and other officials who join hands to build a medical career, contributing a lot of effort to the cause of people's health care. In the development process, we can clearly see the leadership role of the Party committee over the periods.
After being converted, the National Rehabilitation Hospital was built according to the new model.
This is a new turning point in hospital history. Sticking to the assigned task and the actual situation is the transition from simple nursing to medical examination, treatment and rehabilitation - a new specialty in Vietnam, cutting off the diet for the staff who come to the hospital to convalesce. The Hospital Committee has focused on leadership to strengthen the organization, stabilize staff's ideology, raise awareness, make the transition from ideology to action; stabilize all aspects to put the Hospital into operation with a routine background.
With the attention and direct leadership of the Ministry of Health, the multifaceted help of departments of Thanh Hoa province, Sam Son city and the locals. The hospital committee with enthusiastic professionals, having a firm stance and love for the profession has proposed many policies and right solutions; Hospital leaders overcome initial difficulties, unite to bring the Hospital increasingly to develop and complete the assigned tasks.
At this time, because the Party secretary had a serious illness, some cadres after training left the hospital to work in places with higher income, including party members. Faced with that situation, the Party Committee focused on leading and stabilizing the ideology of officials, consolidating, persuading and developing policies to attract doctors and organizations to receive more doctors who have just graduated and some other places to supplement and perform the key task of improving the quality of expertise and spirit of serving to build a contingent who possess both political integrity and professional competence.
In difficult economic conditions, material shortage on all sides, the hospital expansion project faced many obstacles from site clearance to capital. The Party Committee issued a leadership resolution to strengthen savings and improvement of life to help hospital staff overcome difficulties, and at the same time persuade officials to relocate the northern dormitory to implement the project.
With the characteristics of staff, the staff of the hospital are mostly young doctors who have just graduated from school.
Since 1999, the Party Committee - Board of Directors of the Hospital has paid great attention to encouraging and creating conditions for doctors to study master's, doctoral, specialist level 1, specialist level 2.
In addition to cultural and professional training, the Hospital Committee is also very interested in building office culture, building professional ethics for all officials. With the right direction and leadership solution of the Party Committee - Board of Directors, the enthusiasm and responsibility of the cadres and members, the hospital not only soon stabilized the organization but also had a very fast and right development to create trust for patients and leaders.
Since being transformed, the hospital has been increasingly reformed, with many efforts in expertise to meet the requirements of people's health protection care. The hospital creates good feelings and trust of patients . After that, after 20 years of construction, striving to mature generations of cadres, party members and hospital staff always unite and overcome difficulties to complete the assigned tasks well. Awarded the 3rd-class Labor Medal by the Party and State and the Government's Certificate of Merit. The Ministry of Health awarded emulation flags and certificates of merit. There are 03 hospital officials who have been awarded the Excellent Physician, 01 individual has been awarded the Third Class Labor Medal. In 2003, the hospital was awarded the 3rd-class Labor Medal by the President of the Socialist Republic of Vietnam. This is a great recognition and encouragement for the staff of the hospital.
At the time of its establishment, the hospital had only 150 beds and mainly examined and treated rehabilitation and convalescence, but now the hospital has grown and expanded to 310 beds.
There are 09 clinical departments, 3 sub-clinical departments, 05 functional departments and 01 training center with nearly 190 officials and employees performing the political tasks of rehabilitation, community-based rehabilitation, medical examination and treatment for the people in the area, nursing for the elderly in the country and all people in need. Currently, the hospital has many spearhead specialties such as stroke rehabilitation, spinal cord injury rehabilitation, cerebral palsy, neuromuscular diagnosis, urodynamic measurement. In addition to performing professional tasks, the hospital has also participated in the training of human resources for the health sector, being a practice base for students of many universities and intermediate schools of medicine and pharmacy in the areas, including Hai Duong Medical Technical University, Hanoi Medical University, providing continuous training for medical staff in the field of Rehabilitation.
In the process of formation and development, besides the advantages, the hospital also had certain difficult periods due to the specific requirements of tasks and daily concerns of family life, many doctors and nurses of the hospital had to change their jobs, creating a big gap in human resources, Health Insurance policies made the hospital had very few patients coming for examination and treatment, without the original source of Health Insurance cards. It can be said that this is one of the most difficult stages of the hospital. Faced with that situation, the Party Committee and Board of Directors of the hospital took advantage of the timely leadership and direction of the Ministry of Health, the help of Vietnam Social Insurance, Thanh Hoa Provincial People's Committee, Thanh Hoa Provincial Department of Health, Sam Son City Party Committee.
Especially, the dedication and responsibility of the staff from the past up to now, the Hospital has quickly overcome difficulties, gradually stabilized and developed.
Regardless of the circumstances, the Party Committee of the Hospital had always performed well their leadership functions, regularly grasping the guidelines and leadership lines of the Party Central Committee; Directives and Resolutions of Sam Son City Party Committee and the Party Committee of the Ministry of Health, closely following the practical tasks of the Hospital to set out the right leadership guidelines in each stage, each specific time. At the same time, encouraged and supervised the implementation of cadres and party members. This was one of the most important factors determining the level and ability of the hospital to complete its tasks in the past time. Regularly paid attention to education, orienting political awareness for Party members and the masses in the unit, especially on issues that were of public interest. The political ideological situation of cadres, party members and officials is stable, trusting in the Party's leadership. As a result of the evaluation and analysis of the quality of party members and party organization every year, the Hospital's Party Committee had been spotless and powerful for many years. Interested in leading the Trade Union and the Ho Chi Minh Communist Youth Union to operate effectively, in accordance with their functions and duties, to protect the legitimate rights and legitimate interests of employees and to educate the development orientation for youth union members. Organizing many cultural and sports activities, sightseeing and tourism to improve the spiritual life of officials and build a close solidarity in the unit, contributing practically to the hospital to fulfill its assigned political tasks. Paying attention to gratitude, medical examination and treatment for poor people and policy beneficiaries in the ward, contributing to the implementation of social security policies.
